Information for pilots:
In the frameworks of the XIIIth Velikie Luki International Hot-Air Balloon Meet the following competitions will be held:
- 4th national competition “Cup of Russia”
- 1st international competion “Cup of Fiendship”
- 4nd international competition “Cup of Velikie Luki”
- 2nd international competition “Cup of princess Olga”
1. DEFINITION OF WINNERS
The Winner of the “Cup of Russia” will be the Russian competitor with the highest aggregated score among Russian pilots by the end of the event.
The Winner of the “Cup of Friendship” will be the competitor with the highest aggregated score among all competitors by the end of the event. This international competition establishes in this year by the government of the Pskov region with the support of the Russian Federal Air-navigation Service and “Publishing house “Economics newspaper” for reinforce friendship amongst aeronauts of all nations.
The Winner of the “Cup of Velikie Luki” will be the competitor with the highest aggregated score by the end of the event among competitors participated in Velikie Luki Balloon Meet more than once. 1st Velikie Luki Cup was established by the municipal authorities with the support of Russian Balloon Federation in 2005 in honour of the contribution of the town to development of Russian Ballooning.
The Winner of the “Cup of princess Olga” will be the lady-pilot with the highest aggregated score among all lady-competitors by the end of the event. Competition the "Cup of princess Olga" was established by Pskov region government in 2007 for ladies pilots in honour with the aim of the development of women-piloted ballooning in Russia and popularization of the historical heritage of the area. This Cup was named by the great old-Russian ruler – the princess Olga. The first mention of Pskov city in chronicles (903) is related to the years of her government. She was a great founder and organizer of the first Russian state – Kiev Russia and made a great contribution to Russian state life and culture. The memory of her left in Pskov area in topographic and other names.
2. RULES, LANGUAGES AND PERSONNEL OF THE COMPETITION
The Competition will be run BASED ON AX MODEL EVENT RULES version 2007, with observers and GPS loggers. The official languages of the competition will be English and Russian.
3. ENTRY CONDITIONS
Pilots-in-command shall have been authorized to act as pilot-in-command of a hot air balloon, at least six months prior to the start of the event. Each pilot-in-command shall have accumulated at least 35 hours as pilot-in-command of aerostats of that sub-class by the date of registration for the event. No more than 40 pilots will participate in the event.
4. ENTRY TERMS
The filled enclosed entry form must reach the organizers by March 31, 2008. The organizers would appreciate your sending colour photos of pilot and his/her balloon with the entry form.
5. ENTRY FEE - EURO 200
For the first 12 foreign pilots, who enter before March 31, 2008 - NO ENTRY FEE. Teams, consisting of 3 members (Pilot+2 team members), which file the entry form before March 31, 2008, will be provided with:
- accommodation and 2 meals a day for the period from 09.00am- 7th June till 12.00-15th June, 2008;
- competition rules book;
- maps (2 copies);
- meteo and other flight information;
- morning coffee;
- propane;
- entry tickets to the welcome party and awards dinner, local sightseeing and other social events;
- souvenirs of the event;
Hotel rooms for extra team members should be booked before 16th May, 2008. Payment for hotel room can be make in time of check-in. Two hotels of sity provide the following accommodation conditions for extra team members:
From 09.00-7th June till 12.00-15th June, 2008
- single room – euro 120 or 95 (toilet, shower, TV, phone);
- double room – euro 160 or 130 (toilet, shower, TV, phone).
6. CHASE VEHICLE RENT
Any request to hire a chase vehicle with local driver shall be submitted to the organizers in writing by
16th May, 2008. Rent cost (including a local driver’s service and petrol) for the whole period of the competition – euro 190.
7. VOLUNTEERS/crew members
An English or German or French speaking (at your choice) crew member (volunteer) can be provided by the Organizing Committee upon your request. Request shall be submitted by 18th April, 2008.
8. REGISTRATION Check-in for pilots and officials will be held on: Saturday, June 7, 2008 (09.00 – 16.00) in Musorgskiy Musical school; centre of town Sunday, June 8, 2008 (09.00 – 13.00) in Musorgskiy Musical school; centre of town The originals of the following documents shall be presented at the registration: - pilot certificate/licence; - pilot logbook; - balloon registration document; - balloon certificate of airworthiness; - certificate of insurance; - FAI Sporting License or a liability certifying that a competitor knows and understands the FAI Sporting Code and commits himself to abide by it; - Passport or Identity Document. The Organizing Committee would also appreciate your preparing copies of the above mentioned documents in advance.
9. ADVERTISEMENT
Organisers of the Event retain right to place an advertisement on gondola of a balloon.
10. INSURANCE
Each competitor must be insured to a minimum of EURO 50,000 for third parties. Each pilot and each passenger must be insured to a minimum of EURO 25,000.
11. OBSERVERS
The Organizing Committee will consider suggestions concerning participation of observers received before March 31, 2008.
12. EQUIPMENT RENT
Please, for receiving the information about possibilities for rent of balloon, baskets and other equipment, contact with the Organizing Committee as soon as possible.
13. ACCESS
By plane to Moscow or St.-Petersburg and then to take a train or a car to Velikie Luki. Another easy way is to come from Europe by car through Poland and Belarus (Poland/Latvia/Lithuania).
You can take a ferry to Riga or Tallinn and then go by car or a train to Velikie Luki. It is possible to drive across Finland and enter Russia in Vyborg.
Upon receiving the information about your chosen route to Velikie Luki the Organizing Committee will render you all possible assistance.
14. PLACE OF THE EVENT
The city of Velikie Luki (120 000 citizens) is located in Pskov region within 450 km to the west of Moscow and within 600 km from St.-Petersburg, 100 km distance from the western border of Russia. It was founded in 1166. The co-ordinates are: 56N23'/30E37'. The city has good railway and motorway connections with Moscow, St.-Petersburg, Riga, Pskov and Minsk.
15. SIGHTSEEING AND SOCIAL EVENTS
At free time all participants and guests of the event will have an opportunity to get acquainted with the region and the city and take part in social events arranged by the organizers and local authorities. In the beginning or after the end of the competitions you can visit places related to the great Russian poet Alexander Pushkin. You can also see Pskov, the most ancient Russian fortress Izborsk and the unique Pechorsky monastery that has been constantly open for the last 530 years. Cost of this sightseeing tour will be partially covered by the organizers.
The Organizing Committee will consider your other suggestions: (sightseeing tour in Moscow and
St.-Petersburg).
